BIOGRAPHY
COLONEL MARSHALL “HOOKER” DENNEY III, USMC (RETIRED), CSFI ADVISORY DIRECTOR
A 1987 graduate of the University of Kentucky, he was commissioned through the Platoon Leaders Class (PLC) Program and subsequently reported to The Basic School in January 1988. Upon graduation from The Basic School, he reported for flight training and earned his wings in June 1990. While awaiting EA-6B “Prowler” training, he attended Aircraft Maintenance Officer School. In January 1991, he reported for EA-6B Fleet Replacement Training—subsequently earning “Pilot of the Year.”
Between 1991 and 1998, he completed multiple deployments to Iwakuni, Japan and Incirlik Air Base, Turkey (Northern Iraqi No-Fly Zone). In March 1998, he joined Marine Aviation Weapons and Tactics Squadron One (MAWTS-1) as the Electronic Warfare Division Head; and while there, he deployed in support of Operations NOBLE ANVIL and ALLIED FORCE (Serbia/Kosovo).

In 2002, he deployed to Prince Sultan Air Base, Saudi Arabia (Southern Iraqi No-Fly Zone); and in January 2004, he deployed to Tallil Air Base, Iraq as VMAQ-2’s Executive Officer. In 2004, he reported as the Marine Aircraft Group 14 Executive Officer. In December 2005, he assumed command of the VMAQ-3 “Moon Dogs”—deploying to Al Asad Air Base, Iraq; the “Moon Dogs” were subsequently recognized as Marine Corps Aviation Association’s (MCAA) “Tactical Electronic Warfare Squadron of the Year” for 2007. In 2008, he reported as the Director of U.S. Strategic Command’s Joint Electronic Warfare Center (JEWC), Lackland AFB, Texas—his unit was awarded the Association of Old Crow’s (AOC) “Joint Outstanding Unit Award” for 2009.
From 2010 to 2012, Colonel Denney served as the commanding officer, Marine Aviation Training Support Group 22 (MATS-22), Naval Air Station Corpus Christi, Texas; and from 2012-2014 he served at United States Cyber Command (USCYBERCOM), Fort Meade, Maryland—retiring from active duty on October 1, 2014, after serving as the Deputy Director of Operations, USCYBERCOM.
Colonel Denney graduated with honors from The Basic School, was an honor graduate of the Aircraft Maintenance Officer School (long course), and was an honor graduate of the Navy Command and Staff College. Additionally, he is a graduate of the Landing Signals Officer (LSO) School, Amphibious Warfare School, Aviation Safety Officer School, Marine Aviation Weapons and Tactics Instructor Course (WTI), HARM University, Joint Information Operations Planner’s Course, and the Joint Advanced Cyber Warfare Course. He holds a 2002 Master of Arts Degree in National Security and Strategic Studies (with distinction) from the Naval War College, and a 2008 Master of Science Degree in National Security Strategy, with a concentration in Information Operations, from the National War College, National Defense University.
He has accumulated over 3,000 flight hours including over 900 combat hours. His personal decorations include the Defense Superior Service Medal, two Legion of Merit medals, the Bronze Star medal, two Air Medals with Combat “V”, 13 Strike-Flight Air Medals, two Navy and Marine Corps Commendation Medals, three Navy and Marine Corps Achievement Medals, as well as other campaign and Service awards

Capitol Technology University this month announced a new partnership with the Cyber Security Forum Initiative (CSFI) to expand cyber security training to confront the growing problem of cyber attacks. Under the agreement, students at Capitol and professionals in the cyber security industry who have completed Cyber Security Forum Initiative (CSFI) coursework will be eligible to earn credits toward a masters or doctoral degree in information assurance from Capitol.

The shortage of knowledgeable cyber security professionals is putting consumers, businesses and governments at risk around the globe. In April, hackers compromised the computer network of Home Depot to gain access to the account information of 56 million credit card holders.

Last year, Target said that credit and debit card information for 40 million of its customers had been compromised. These and similar attacks make training and education for cyber security professionals critical.

“The timing for the partnership between Capitol and the Cyber Security Forum Initiative couldn’t be better,” said Dr. Michael T. Wood, president of Capitol Technology University. “There is a global demand for more qualified cyber security professionals. To address this need, Capitol and the CSFI will work to educate and train individuals and award them credits toward certifications and masters and doctoral degrees in information assurance at Capitol.”

“The global threat to cyber security is growing rapidly and malicious attacks are increasing in both size and scope – look at the massive breaches at Home Depot and Target,” said William Butler, Information Assurance program chair at Capitol Technology University. “This is not merely a domestic concern. More often than not, hackers live abroad. Cybercrime is an international problem and it requires cooperation and training across borders to fight it.”

“It is an honor for the Cyber Security Forum Initiative to partner with Capitol Technology University,” said Paul de Souza, CSFI Founder President. “Capitol brings tremendous cyber capabilities to the table combining engineering, computer science, and information assurance. CSFI will continuously work with Capitol to promote the enhancement of such capabilities through workshops, events, and training. Capitol is a DHS/NSA nationally recognized Center of Academic Excellence in Information Assurance Education. CSFI supports Capitol’s mission and believes in creating positive synergy through our partnership.”

As part of the MOU, Capitol will host a series of CSFI training sessions. The one day sessions are offered to cyber security professionals and a limited number of Capitol students and will expose attendees to very current cyber security issues. The first workshop will be held on Friday, December 5. Brainstorming Session

CSFI was invited to attend the Caxton Group’s workshop on Cyber Defense and Industrial Control Systems (ICS) in the energy and utilities sector.
Cyber Defense Workshop
Leading experts from the field presented on the pressing issues on ICS vulnerabilities, defense and good practices. CSFI sent its International Engagement Coordinator Dr. Lydia Kostopoulos to participate.

Here are the take aways from the workshop speakers’ presentations and participant brainstorming sessions:

Devastating assumptions that need to be avoided. Ex:

  • We are not a likely target
  • We aren’t interesting to hackers
  • Our production system is a proprietary one
  • Our production systems are completely isolated

On Risk Assessments: The most accurate risk assessment is still not a solution

On Teamwork: IT needs to understand the operating environment to provide the best solution, teamwork and internal collaboration is necessary.

On Cybersecurity Standards:

  • It is not enough to comply with a national or sector standard
  • Build your own cybersecurity standard unique to your company’s environment
  • Thing about how to address evolving security dynamics

Approach to ICS Solutions

  • Do not rush to implement cybersecurity.
  • Have a strategy first. Think about the bigger picture, take it slowly and do it right. Cyber solutions are not easy to create.
  • Build a chain of consequences of failure
  • Have back up solutions in the case of failure

Career Thoughts

I am humbled and honored to have the opportunity to manage and run one of the biggest and most active forums on the Internet dealing with cyber warfare and cyber security – CSFI (The Cyber Security Forum Initiative). With over 16 years of cyber security experience, I continue to actively raise Cyber Warfare/Cyber Security awareness worldwide. I have worked as a Chief Security Engineer for AT&T, where I designed and approved secure networks for MSS. I have also consulted for several governments, military and private institutions on best network security practices throughout my career.

CSFI and its divisions CSFI-CWD (Cyber Warfare Division), CSFI-LPD (Law and Policy Division) and CSFI-WD (Wireless Division) continue to grow and expand with more than 60,000 information security members.

One of my personal goals is to serve our security community to the best of my abilities, in the protection and defense of our American national security interests, the American people, and that of our international partners. I am always ready to serve and to give of my time and skills to help our society with the growing problems we experience in cyberspace. I thank God and my family for the opportunities I have had in life and the most precious of all opportunities, which is the chance to serve others. I love what I do, and I appreciate all the support I have received from friends, family and our CSFI members.
